I believe the song you're looking for is called Frere Jacques which translates to Brother Jacques. It is indeed a french song. The first verse goes like this though the spelling may be off;

Frere Jacques, Frere Jacques,
Dormer vous, dormer vous,
Sonne le matine, sonne le matine,
Ding dang dong, ding dang dong...
